Windsurf vs Copilot: the agent and the autocomplete

checked 2026-11-02
The short answer

Copilot is the better buy for a team that wants low-risk assistance inside existing editors. Windsurf is the better buy if your work is multi-file and you are willing to change editor — but it is now part of Cognition's Devin family, so weigh the ownership change as well as the features.

Different layers of the same job

Copilot predicts the next line and, increasingly, answers questions about the file you are in. Windsurf plans a change across files and applies it after approval.

That difference decides which one saves more time. On a greenfield feature with clear intent, the agent saves hours. On a large unfamiliar codebase where you are reading more than writing, completion is the better fit because it interferes less.

Ownership and risk

Windsurf's site now redirects to Devin, reflecting its move into Cognition's product family. That does not change the editor today, but it does mean the roadmap is set by a company whose main product is a different kind of agent.

Copilot's roadmap is set by GitHub, which is also where your repositories and reviews already live. For risk-averse teams that alignment is worth more than any feature difference.

Cost shape

Copilot is per seat and predictable, which is why it passes budget review. Windsurf is a two-tier plan with a team option priced per seat plus a platform fee — cheaper for a solo developer, more expensive for a larger team once the platform fee is included.

Neither price includes what you spend on the model behind a heavy agent session, which in Windsurf's case is where the variance sits.

FAQ

Can I run Windsurf with my own API key?

Not in the way Cline or Aider allow. Windsurf is a subscription product with bundled model access rather than a bring-your-own-key client.

Which is better on a monorepo?

Whichever indexes your repository properly. Copilot's advantage is that it works inside the IDE you already tuned for that repo; Windsurf's is that its agent can act on multiple files at once. Test both on your actual repo before deciding — indexing quality varies more by repo than by vendor.
