ALTERNATIVES
Tabnine alternatives when your constraint is data residency
If the requirement is genuinely 'no code leaves our infrastructure', Tabby is the closest drop-in: open source, self-hosted, same completion-only posture. If the requirement is merely 'a vendor with a DPA', Copilot Business is cheaper and better integrated.
The real requirement behind the question
Tabnine's pitch is private deployment: the model runs where you run it, so source never crosses a network boundary you do not control. Teams that leave usually discover the replacement must preserve that property, which rules out every hosted IDE agent.
If that property is not actually required, the honest advice is that you can buy much better completion for less money. Tabnine's premium is the deployment model, not the model quality.
The shortlist that survives the filter
Tabby is the direct open-source equivalent: a self-hosted completion server with IDE plugins, no autonomous agent, no egress. It is the only option here that keeps both the privacy property and the cost low.
Continue and Cline can be pointed at a local model, which achieves a similar boundary by a different route — the client is open source and the model runs locally. The trade-off is that you now operate the whole stack.
What you give up
Self-hosted completion is behind hosted completion on quality, and the gap is largest exactly where agents shine: multi-file edits and long context. Any migration justified by compliance should budget for a capability regression, not just a cost change.

FAQ
Is Tabby a real Tabnine replacement?
For completion, yes — it is the same shape of product (a server plus IDE plugins) under Apache-2.0. It does not attempt agent workflows, so if you need those, it is not a replacement.
Can I self-host Copilot?
No. Copilot is a hosted service; enterprise tiers add policy and exclusion controls but do not move inference inside your network.
